Road Traffic Code: 2021

The new measures embody the public policy to promote road safety and reduce fatalities on the roads.

The Council of Ministers approved last January 8 the decree with amendments to the Road Traffic Code. The new measures embody the public policy to promote road safety and reduce fatalities on the roads, as set out in the Government’s program.

These are the main changes for those who use motorways:

  • Aggravated penalties: Penalties for those using a mobile phone while driving double the amount from the current € 120 to € 600 and € 250 to € 1250. Being a serious offence, there is also a loss of three points on the driving license.
  • Dematerialisation of the driving license: The use of digital driving licenses are approved, but its terms remain to be defined on the future ordinance of the ministers of Internal Affairs and Transport.
  • Recovering expired driving license: Enabling drivers to retrieve driving licenses that have expired, subject to taking exam tests or attending training courses.
  • Surveillance reinforcement: Changes to the access that GNR and PSP have of Individual Driver Register.
